The bilateral relations strengthened over the years through high-level visits between leaders of the Kingdom of Cambodia and the Republic of Cuba. Their diplomat ties have been constantly strengthened and solidified through a series of visits by the two countries’ high-ranking leaders. In September 1999, Cambodian Prime Minister Hun Sen arrived in Cuba at the invitation of President Fidel Castro for a five-day visit aimed at strengthening ties between the two former Cold War allies. Deputy Minister of Foreign Affairs of the Republic of Cuba visited Cambodia in February 2004. Both sides discussed the bilateral cooperation between Cambodia and Cuba as well as regional and world issues of mutual interests.

On June 22, 2006, His Excellency Deputy Prime Minister HOR Namhong, Minister of Foreign Affairs and International Cooperation had a farewell call by Her Excellency Ms. Nirsia Castro Guevara, Ambassador Extraordinary and Plenipotentiary of the Republic of Cuba, at the completion of her diplomatic mission in Cambodia. During the meeting, both sides praised the existing good cooperation between the two countries and sought way to further promote its through new field of cooperation. With Cuba expertise in sugar refining technology and Cambodia palm trees producing, both countries can cooperate on sugarcane farming.

In August 2001, first sessions of the Joint Commission for the Economic, Scientific and Technical Cooperation between the Kingdom of Cambodia and the Republic of Cuba was held in the city of Havana in an atmosphere of good understanding and cooperation for mutual interests. The Cuban Side was led by the Acting Minister of the Ministry of Foreign Investment and Economic Cooperation Ernesto Seti Darias. The Cambodian side was led by His Excellency Secretary of State Mr. UCH Kiman for the Foreign Affairs and International Cooperation. During the First Plenary Session of the Joint Commission, both sides had discussions on topics related to economic, scientific and technical cooperation between the governments of the two countries for a period of 2001-2002. The Joint Commission agreed to carry out the Second Session of the Joint Commission for Economic, Scientific and Technical Cooperation in Phnom Penh, during the fourth quarter of the year 2002. The First Session was held in sincere atmosphere of good understanding reflecting the traditional bonds of friendship between the two countries.

Cambodia and Cuba always support one another. Cuban Government always provide assistance and supports Cambodia especially during its hardship after the collapse of the Khmer Rouge regime in 1979. To reciprocate, Cambodia always supports Cuba at the United Nations to fight against embargo imposed on Cuban government. Cambodia feels that it is unjust and violate the sovereignty and the rights of the Cuban people to develop its own nation.
